Focus Instruction on Intentional Design Learning

Our district is committed to Intentional Design Learning that ensures every student experiences rigorous, proactive teaching of standards while developing the ability to direct their own learning. Teachers will provide both rigorous and proactive teaching of standards using the elements of intentional design, with a specific focus on helping students help themselves to achieve maximum growth. To accomplish this, we are aligning curriculum with no gaps and embedding cycles of reflection to strengthen instructional effectiveness. Research confirms that high-quality, standards-aligned curriculum paired with intentional professional learning leads to stronger student outcomes (Kaufman et al., 2020; Darling-Hammond et al., 2020).

At the same time, teacher retention remains critical: the state has seen vacancies increase by over 60% in one year, and our district has responded by “growing our own” teachers through stronger induction, mentoring, and professional development. Studies show that comprehensive induction and residency-style programs improve teacher effectiveness and reduce attrition (Ingersoll & Strong, 2011; Ronfeldt & McQueen, 2017). By ensuring that teachers are equipped with engaging, research-based strategies, we strengthen both student growth and the stability of our teaching workforce.

Data Driven Instruction

Ellicott School District is committed to using data-driven instruction to ensure every student receives the support and challenge they need to grow. Data-driven instruction is the systematic use of assessment results—both formative and summative—to guide planning, adjust teaching, and provide timely interventions. Research shows that when schools use data cycles to inform instruction, student achievement increases significantly, particularly when teachers receive support in analyzing and applying the data effectively (Hamilton et al., 2009; Marsh, Pane, & Hamilton, 2006).

This priority is essential because data makes learning visible. It helps teachers identify strengths, target gaps, and monitor progress, while also empowering students to understand their own growth. Data driven practices also foster collaboration, as teachers work together in professional learning communities (PLCs) to analyze evidence of learning and design instruction (DuFour & Marzano, 2011).

By embedding data-driven instruction across Ellicott schools, we will ensure that every instructional decision is intentional, equitable, and focused on maximizing student outcomes.

Enhance professional communication and community collaboration

Ellicott School District is committed to fostering clear, consistent, communication with families and the community. By actively engaging parents and guardians, we can strengthen partnerships that support students’ academic and social-emotional growth. Research demonstrates that strong family–school communication and community collaboration are associated with higher student achievement, improved attendance, and increased student engagement (Henderson & Mapp, 2002; Epstein, 2018). Through intentional communication and collaboration, Ellicott ensures that families are informed, involved, and empowered partners in their children’s education.
